This problem is affecting one internal user sending email to another internal user. The mail is stuck in the Local Delivery queue. I've just about exhausted all troubleshooting options that I know, or have Google'd. Sounding like to me an Outlook client issue if it just 2 users to each. To add clarity to this, user1 sender sending mail to user2 recipient results in the mail getting stuck in the Local delivery queue. User1 sending mail to any other user on our internal network works fine.
